In converting a new CC airplane to E-LSA, does that entail flying off a number of hours like any other newly build experimental? Or is that typically waived by the FAA when they certify the aircraft at the factory?

If the airplane is still configured as it left the factory, typically there won't be a fly-off period. If you were to re-engine (modified or different kind of engine) it or do other major changes there probably would be a fly-off period.

The only time there is a Phase 1 test period is if an "major modification" is made. If it is a simple conversion with no mods then no 5 hour test period.
