Default Left Header large Cut out-Purpose?

The left header has a number of circuit breaker, jack points and one large 1.65 inch cutout for what I thought might be a circular ammeter or hour meter. The size of the larger hole does not correspond to the 2 1/4 inch standard, is there a special size ammeter or is there some other purpose? The rear of the cutout appears to conflict with the flap lever arm.
    Advice?

Did you finds the answer yet? Is the hole for the stall warning horn?
