Default Sport Pilot altitude limit modified

According to AOPA, FAA has published revisions to the Sport Pilot rule, effective April 2, among which is a welcome change to the 10,000' altitude limit. Heretofore there were no exceptions to the 10,000' MSL maximum limit, but under the new rule sport pilots will be able to fly above 10,000 feet MSL as long as they are at or below 2,000 feet AGL.

What I wonder is how do you determine 2000 AGL? The mountains go up and down or do you take the highest peak in the area?
